Uganda’s National Bureau of Standards (UNBS) has announced a major change in its vehicle inspection system that will affect all used car importers. Starting November 22, 2024, all imported used vehicles will undergo roadworthiness inspections in Uganda rather than in their countries of origin.
Key Changes for Importers
The new policy introduces several important changes:
- All vehicle inspections will now be conducted within Uganda
- The inspection fee is set at UGX 514,957 (approximately £140)
- The change affects all imports regardless of origin country
- Previous inspection arrangements in source countries are discontinued
Why This Matters
This shift comes after UNBS suspended its pre-import verification program following a legal dispute. The Public Procurement and Disposal of Public Assets Authority (PPDA) tribunal cancelled the previous inspection process after concerns were raised about the selection of inspection service providers.
What Importers Need to Do
Under the new system, importers should prepare for:
- Local inspection procedures once vehicles arrive in Uganda
- Payment of inspection fees within Uganda
- Potential adjustments to import timelines
- New documentation requirements
Market Impact
Uganda imports approximately 48,733 used vehicles annually, with imports coming from major markets including Japan, Singapore, UK, and South Africa. This change affects all vehicle importers across these markets.
Important Dates
- Implementation begins: November 22, 2024
- This marks the second time UNBS has issued such a notice, with the first coming in November 16, 2023
Expert Insight
According to James Kakooza, UNBS executive director, this change will help improve the standards of vehicles entering Uganda’s market. The new system aims to ensure more thorough local oversight of vehicle quality.
Looking Ahead
The new inspection system is expected to:
- Streamline the verification process
- Ensure consistent standards across all imports
- Provide better control over vehicle quality
- Reduce complications from multiple international inspection points
For Importers’ Attention
If you’re planning to import used vehicles to Uganda:
- Factor in the new inspection fees in your costs
- Prepare for potential timeline adjustments
- Ensure all documentation is in order before shipping
- Stay informed about any additional requirements
For the latest updates and detailed guidance, importers are advised to contact UNBS directly or monitor their official communications.
